The Winds icon toggles the winds on or off within the current plan. Handy for planning flights in theory some time out into the future (i.e. beyond current weather forecasts) and getting a baseline calculation of times, fuel etc.
The icon turns red when the winds are set to off. Tap it again to set it back to normal winds.
